
EL Legal seminar - Towards a Risk-Based Approach in Gambling Regulation
Open to EL Lottery Members only.
Focusing on various hot topics in gambling regulation, this year’s EL Legal Seminar will bring together participants working in legal affairs in the EL Membership to take stock of the latest developments on advertisement restrictions, regulatory changes, and jurisprudence.
As lotteries have the duty to channel the gambling desire of the players towards a nationally regulated and responsible offer, the Seminar will dive into the question of if and how a risk-based approach in gambling regulation needs to be assessed further. It is important that a hierarchy of risks between different types of games is acknowledged. Where measures to regulate the sector fail to consider appropriate risk assessment, the result may be an incoherent gambling policy jeopardising the benefit of the players and society.
In addition to updates and discussions on the latest relevant case-law and EU developments, the Seminar will include Keynote speakers, a round table discussion on regulatory aspects of games, a session on advertising, and an interactive Q&A with EL’s Legal Adviser.

The Seminar will start on Monday, April 24, with a welcome dinner (buffet style) in the evening (19:00-22:00 CET) and end on Wednesday, April 26 at 14.00 CET with a farewell lunch.
